congestion and traffic light's

OK is it me or is it just my town that is adding more and more traffic lights to the roads week by week??

i mean why do they do it. its rush hour, i want to get home, and some cock end keeps putting traffic lights in my way?? why?? whats the best way to ease this congestion on the roads that the government keep banging on about is it

(a) To let the traffic move more freely

(B) TO PUT A SET OF TRAFFIC LIGHT EVERY 100 YARDS SO NO FECKER CAN MOVE ANYWHERE ?????
